Orange Architects and Felixx Landscape Architects & Planners present VrijBAAN, the transformation of the former Pieter Baan Centrum in Utrecht. This historically introverted complex is redesigned into an open, green, and inclusive neighbourhood, forging a vibrant connection with the city and the adjacent Kromme Rijn river. The design preserves the layered heritage while simultaneously introducing new volumes, including a striking residential tower, creating a dynamic dialogue between past and present. VrijBAAN embodies our ‘Concept + Craft’ philosophy, creating an inspiring, people-centric environment that revitalizes the location, fosters interaction, and adds sustainable value to its unique context.
Situated at the edge of Utrecht’s city centre, VrijBAAN strategically breaks the isolation of the former forensic psychiatric centre. The masterplan establishes crucial connections with the surroundings: the historic Soestbergen cemetery, the Oosterspoorbaan cycle path, and the banks of the Kromme Rijn. By creating permeable routes and inviting green spaces, VrijBAAN transforms from an enclave into a welcoming cultural and social hub. This careful integration respects the ‘genius loci’ while simultaneously introducing new social dynamics and amenities, thereby enhancing the quality of life for residents and the wider community.

The metamorphosis of VrijBAAN shows the transition from an introverted complex to an open and accessible neighbourhood. Where the location was previously closed, the distinctive courtyard structure (‘hovenstructuur’) has now been reinforced and activated. The original inner courtyards are made accessible and connected by a new network of paths, including a promenade and a green passage, linking the area to the city and the Kromme Rijn. Through the addition of new patios and extending the ‘courtyard’ theme to vertical outdoor spaces, a rich and diverse palette of places for meeting, dwelling, and interaction emerges. This transformation creates a permeable area that engages openly with the cultural and social program and is accessible to everyone.
VrijBAAN’s ground floor is a vibrant hub blending community, creativity, and everyday life. Residential entrances connect with creative studios, workshops, social spaces, and hospitality venues. This organic program aligns with the existing spatial structure, empowering vulnerable groups and fostering social and creative networks. A key design move is the transformation of a historic wall using a ‘louvre structure.’ By cutting and removing sections, the wall becomes permeable and welcoming. These louvres also shape new constructions, serving as gateways, facades, and terraces. The design respects the wall’s heritage while inviting the city into the courtyards and allowing inner life to reach out.

VrijBAAN reveals itself as a coherent ensemble of different architectural periods. Important heritage buildings, such as the ‘Huis van Bewaring’, retain their prominence, complemented by carefully integrating new structures, including ground-access homes and the residential tower. A consistent architectural language, featuring vertical louvres applied in varied ways, connects the new and renovated elements, creating a unified yet layered identity. This approach respects the site’s rich history and clearly articulates the contemporary additions in a sensitive manner.
The historic courtyards form the revitalized hearts of VrijBAAN – organically connected to each other. Transformed into accessible and diversely programmed outdoor spaces, they offer places for play, relaxation, sport, urban gardening, and extensions of the ground-floor workshops and studios. Enriched with lush greenery, these courtyards enhance biodiversity and the microclimate, while functioning as crucial social meeting places. They embody the ‘We’ and ‘World’ pillars of our ‘World We Value’ philosophy by providing healthy, nature-inclusive environments that promote well-being and community spirit.
The axonometry reveals VrijBAAN’s layered structure, strategically interweaving diverse functions – from living and working to learning and meeting. Within the buildings, such as the transformed 1970s block, space is provided for assisted living for vulnerable young people, directly linked to regular social housing and the dynamism of the ‘broedplaats’ – the creative and social incubator. Open connections, flexible spaces for dual use, and strategically placed amenities like hospitality and studios stimulate cross-pollination between residents and users. The design actively facilitates synergy between social objectives and creative functions, with personal development and social participation being central, supported by the efforts of a ‘kwartiermaker’ (initiator/manager). Thus, VrijBAAN becomes a catalyst for community building and well-being.
The commercial spaces should not be too fragmented. It is interesting for the client to be able to make the decision on whether or not to divide and larger commercial space at a later time. In general, the filling of commercial spaces is a point of interest. For what functions is this location attractive? OCFC has asked an expert to look at programming.
VrijBAAN creates a resilient urban ecosystem by integrally weaving nature into the living environment, with the diverse courtyards and the riverbank park serving as its backbone. Nature-inclusive buildings with green facades and nesting boxes, combined with varied habitats and native planting, enhance biodiversity. Smart water management, including rainwater harvesting for irrigating vertical courtyards among other areas, contributes to climate adaptation. This results in a biodiverse and socially sustainable neighbourhood that connects residents with nature in an accessible way.
